TRANSPORT DEPARTMENT

ORGANISATION OF THE DEPARTMENT:

           It is to submit that the Transport Department in Medchal-Malkajgiri District is reorganized from the erstwhile Rangareddy District. The District is headed by District Transport Officer, Medchal, and the offices under D.T.O. are Regional Transport office, Uppal headed by R.T.O. located at Uppal and Unit Office Kukatpally headed by Motor Vehicles Inspector located at Kukatpally.

The Chairman Regional Transport Authority is District Collector and Secretary, Regional Transport Authority is District Transport Officer, Medchal and the Assistant Secretary, Regional Transport Authority is R.T.O Uppal. The staff working in all the three offices of the department in the District offices is as below:

SERVICES PROVIDED:

The following services are provided to the citizens of Transport Department:

  • Issue of Learning Licenses/Driving Licenses/Related transactions.
  • Registration of Motor Vehicles and related transactions.
  • Issue of Fitness Certificates to all type of the Motor Vehicles.
  • Issue of Road Permits to all type of the Motor Vehicles.
  • Collection of Taxes in respect of Motor Vehicles.
  • Issue of Authorization to the dealers of Motor Vehicles to issue Temporary Certificate of Registration.
  • Issue of authorization for establishment of Motor Driving Schools.
  • Issue of authorizations for establishment of Pollution Testing Stations.
  • Enforcement work by the Motor Vehicles Inspectors and Asst. Motor Vehicles Inspectors to check the Motor Vehicles and to book the cases for violation of Motor Vehicles Act and Rules made there under.
  • Inspection of Motor Vehicles involved in accidents under section 304 (A) of IPC.
  • Conducting of Road Safety Awareness Campaigns on Road Safety related matters.
  • Issue of valuation and condemnation certificates to the Motor Vehicles by the Executive Staff.

The major role of the department is safe transportation of passenger and freight, collection of revenue by way of taxes on Motor Vehicles and Fees for various services and enforcement of the M.V.Act. & Rules violators.

The citizen will access the department website www.transport.telangana.gov.in and click on online services. Then he/she select the type of transaction an application for LLR and fills in the required data and select the date and time of slot of his choice and submit the form. After submitting the payment details for the transaction is displayed. The applicant can pay the fee through online account or at mee-Seva as per his convenience, however he must pay within 24 hours otherwise the slot will be get cancelled automatically. There is a provision for moving the slot i.e. prepone or postpone or cancel also available. The candidate will come to the office on the day of his allocated time and get the process completed, The Non-Transport related documents are delivered through speed post and Transport related documents handed over to the applicant on the same day.

The payments will be done in the following mode:

REVENUE COLLECTIONS:

     The Revenue collected in the Transport Department will be under these heads:

  3. Fees
  4. Service Charges
  5. Detection

D.T.O Medchal- Malkajgiri District collected the revenue under fee and detection heads achieved.

STATUS OF OFFICES AND INFRASTRUCTURE:

The following offices are functioning under the control of D.T.O Medchal – Malkajgir District

  1. T.O. Office Medchal
  2. T.O. Office Uppal
  3. V.I. Office Kukatpally.

D.T.O. Office Medchal is located at Petbasheerabad in 9.2 acres of land in temporary sheds with a permanent driving track and there is a need of construction of permanent building. D.T.O. is following up with the R&B Department to prepare proposals.R.T.O. Office Uppal is located at Uppal X roads permanent building and track constructed in 4 acres of land. Presently the place is not sufficient for the vehicles coming for Registration, Fitness, number plate fixing and various functions. Now there is huge traffic problem in front of the off on Uppal – L.B. Nagar road due to the vehicles parked by the applicants coming to the office. Recently, D.T.O. requested the District Collector to allot 5 to 10 acres of land to shift few functions of this office to other place so that the traffic problem in front of the office can be avoided.M.V.I. Office Kukatpally is functioning in a private M.I.G, flat at K.P.H.B and is very congested. Recently, D.T.O requested the District Collector to allot 10 acres of land for the office, driving track and fitness testing center.

ROAD SAFETY:

The District Road Safety Committee, under the Chairmanship of District Collector has decided to reduce the Road Traffic Crashes and deaths and proposed a “safe system approach” to make Medchal-Malkajgiri district as “Vision Zero” district by implementing “Operation RASTA” (Roads Are Safe To All).  The objective of “Operation Rasta” is to reduce Road Crash deaths in Medchal – Malkajgiri District 50% by the year 2021 and the targets set is as below:

      The District Road Safety Committee is planning to work in the areas of five pillars of the “Operation RASTA” for taking measures through multi-disciplinary coordination with “Safe System Approach” to avoid road traffic crashes are:

  1. Education
  2. Engineering
  3. Enforcement
  4. Emergency and
  5. Evaluation

This office is educating public on Road safety awareness to the applicants who are coming for various transactions. This office is advising applicants to wear helmets/ seatbelts and also every year during the Road safety week several road safety awareness programmes are being conducted in the District.Last year during the 32nd Road Safety week lot of awareness programmes have been conducted during the entire month from 18-01-2021 to 17-02-2021 which are as follows.

  • This office has conducted road safety programmes with Auto drivers and advised them about the ill effects of drunken driving and also educated them not to adulterate fuel. They also been educated on not to use different type of horns which cause sound pollution and also advised them not to exceed the seating capacity and to renew fitness certificate of their vehicles time to time.
  • Conducted road safety awareness programmes with Educational Institutional bus drivers regarding the safety measures and the speed limits they need to follow while carrying students.
  • Conducted road safety awareness programmes with Transport drivers at DTO Medchal
  • Conducted road safety awareness programmes to the applicants who come for various transactions to the office about the ill effects of not wearing helmet,seat belt and drunken driving.
  • Advised all the drivers who come for various transactions to the office to regularly service their vehicles and keep them in good condition and always apply for fitness certificate in time.
  • A motor bike rally has been flagged of from DTO office to Suchitra Junction.

Till now the following programs conducted to reduce the road accident deaths in the district.

  1. Conducting awareness programs to applicants coming to DTO Medchal daily regarding Road Safety.
  2. District Road Safety Committee meeting was conducted on 06/08/2019 in the District Collectorate, Medchal- Malkajgiri district.
  3. District Road Safety Committee meeting was conducted on 02/12/2019 in the District Collectorate, Medchal- Malkajgiri district.
